Data Warehouse Manager
As the San Francisco Health Plan Data Warehouse Manager you are responsible to implement a methodology for data warehousing. You are expected to design, develop and deliver an enterprise-wide, custom data warehouse that supports the organization’s decision-making and helps the company comply with federal, state, and county, and city regulatory requirements. Our main systems and processes are Claims, Authorization, Eligibility, Capitation, and Enrollment. You must be able to bring a broad understanding of data warehousing standards, decision support modeling and tools, and business process improvement. You should also be able to prove you have the following skills.
Qualifications:
- You have managed projects that used the entire data warehouse development life cycle for at least 5 to 7 years. You must also know the Software Development Life Cycle. You should have applied these skills in a healthcare environment or insurance industry that uses claims or claim-like information.
- You must understand the Health Care and/or Insurance industry. You should know the general business processes in healthcare and how they affect an organization. You should also know some of the regulatory requirements for health care and HMOs.
- You have worked with data warehousing technical components (e.g. Data Model, ETL, Reporting), database infrastructures (e.g. relations, object-oriented, and olap) and have integrated them into a cohesive data warehouse solution for an organization.
- You know how to use project management tools, such as Microsoft Project. Prove you have planned and managed a large data warehouse development project that included a critical success path, measurable baseline and adequate resource planning.
- You must possess a deep understanding of data warehousing concepts, business applicability and development approaches.
- You must excel at written and verbal communication skills especially in a business environment.
Responsibilities:
- Implement the methodology, design, development and delivery of enterprise and custom data warehouses in the organization.
- Apply a broad knowledge of technology options, technology platforms, design techniques and approaches across the data warehouse life cycle phases to design an integrated, quality solution to address the business requirements.
- Manage project risk and client expectations. You will promote communication and coordination at all organizational levels.
- Create complete documents that describe the data warehousing process. This includes describing all inputs, processes, and outputs to the data warehouse. You will also update the documents when the processes change to meet new business requirements.
- Understand your users by business area, job responsibilities, and computer tolerance.
- Determine the decision the business users want to make with the help of the data warehouse.
- Identify the “best” users who make effective, high-impact decisions using the data warehouse.
- Find potential new users and make them aware of the data warehouse.
- Choose the most effective, actionable subset of the data to present in the data warehouse, drawn form the vast universe of possible data in your organization.
- Make the user interface and applications simple and template-driven; explicitly matching to the user’s cognitive processing profiles.
- Make sure the data is accurate and can be trusted, labeling it consistently across the enterprise.
- Continuously monitor the accuracy of the data and the content of the delivered reports.
- Search for new data sources, and continuously adapt the data warehouse to changing data profiles, reporting requirements, and business priorities.
- Take a portion of the credit for the business decisions made using the data warehouse, and use these successes to justify your staffing, software, and hardware expenditures.
- Publish the data on a regular basis.
- Maintain the trust of business users.
- Keep your business users, executive sponsors, and boss happy.
