Senior Human Resources Generalist

The San Francisco Health Plan ("SFHP") Senior Human Resources Generalist manages and supports the day-to-day Human Resources tactical operations. This individual is expected to provide ongoing high quality customer service to all employees, take steps to foster a positive work environment aligned with SFHP culture.  He/she is also expected to remain readily available to SFHP managers, supervisors and staff and to work to ensure that Human Resources is an effective, trustworthy, neutral, service oriented partner as perceived by the majority of management and staff.

Core Duties and Responsibilities include:

  • Develops recruiting strategies in concert with hiring managers, manages and executes recruiting strategies designed to attract and retain a talented, high performing, diverse workforce and meet the hiring needs of the organization.
  • Updates and maintains applicant tracking system and records.
  • Maintains an awareness of internal and market changes and advises the Director of Human Resources and the Chief Operating Officer about the direct and prospective impact on SFHP recruitment and retention programs and goals.
  • Provides accurate, timely and appropriate counsel, documentation and information about SFHP health and welfare and time off policies and benefits, including but not limited to, leaves of absence, disability, unemployment, and COBRA.
  • Follows up with employees, managers and supervisors, providers, and/or regulatory agencies, as needed, on leave requests, disability claims, unemployment claims, and COBRA notifications and other benefit related requests.  Ensures that all benefits related claims and/or challenges are timely and accurately resolved.
  • Implements and translates SFHP Human Resources policies, practices and procedures and works with the Director of Human Resources to ensure that they remain in compliance with all applicable local, state and federal employment laws and regulations.
  • Follows up with managers and supervisors to ensure appropriate actions are taken and problems are timely addressed and resolved. Takes appropriate actions to minimize risk and ensure openness and fairness in all stages of the disciplinary action process.
  •  Acts, generally, in a pro-active and anticipatory - rather than reactive - manner on all employee related matters.  Serves as a neutral finder of fact, facilitates discussions to find common ground and resolves problems effectively.

 

Knowledge, Skills and Prior Experience:

  • Five or more years of human resources generalist experience in an organization or office of 50 or more employees. Experience in health plans, health care and or health insurance environments preferred
  • Demonstrated success in: recruiting multi-level positions in fast-moving, growing organization; implementing effective retention programs and building productive, high performance teams.
  • Demonstrated effectiveness and timeliness in problem resolution.  Focus on proactive rather than reactive response or resolutions.
  • Strong project manager with experience in managing basic to complex projects from conception to conclusion, including resource allocations, project budgets, and priority changes.
  • Works effectively and efficiently in fast paced, deadline driven environments.
  • Bachelors or Master’s degree preferred but not required.  Professional SHRM certification(s) helpful.
