HSF Program Training Specialist

The Healthy San Francisco (HSF) Program Training Specialist is responsible for implementing training and community outreach activities for the Healthy San Francisco program in San Francisco County. Responsibilities include maintaining a training and education program for HSF Application Assistors and enrollment sites; being a liaison between the HSF program and training leads; being a resource for HSF Application Assistors; and building and maintaining strategic alliances with the Department of Public Health (DPH) and other community partners. Responsibilities also include outreach and community relations activities for all programs in San Francisco County.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Contributes to the development and implementation of Healthy San Francisco training and community outreach objectives to support HSF Application Assistors and enrollment sites.
  • Serves as the lead trainer for the Healthy San Francisco Application Assistor community.
  • Working closely with SFHP marketing team and DPH, conducts presentations, trainings, and other communication efforts for HSF Assistors on eligibility guidelines, policy changes, and enrollment system (One e-App) updates.
  • Contributes to the development and distribution of training user manuals, updates, newsletters, and other tools for the application assistor community.
  • Respond to, and monitors HSF Assistor inquiries.
  • Staff monthly training lead committee comprised of representatives from various enrollment sites.
  • Carries out effective outreach activities for diverse communities by helping to identify, educate and enroll/re-enroll eligible uninsured San Francisco residents into HSF.
  • Works closely with DPH to keep informed of all HSF policy and eligibility updates.
  • Keeps informed of, and adheres to, Department Health Care Services (DHCS) and Managed Risk Medical Insurance Board (MRMIB), City & County of San Francisco rules and regulations, as well as SFHP’s policies and procedures affecting certified application assistors and marketing activities.
  • Maintains records and regular written reports on all events and activities and evaluates community outreach activities.
  • Seeks out opportunities to improve membership flows between HSF and other public health programs, particularly, Medi-Cal and the Healthy Kids program.
  • Performs other duties as assigned.

  • Demonstrated ability to prepare and conduct trainings on complex ideas including public health program enrollment/eligibility rules, guidelines, and processes.
  • Demonstrated ability to give presentations on complex ideas and excellent presentation skills.
  • Demonstrated ability to communicate effectively (orally and written) with various audiences and with individuals of diverse backgrounds.
  • Strong organizational/time management and multi-tasking abilities and some project management skills.
  • Ability to display friendly demeanor and a high level of professionalism to represent Healthy San Francisco and San Francisco Health Plan in the community and among the Application Assistor community.
  • Ability to understand the unique needs of low-income populations and community health center consumers highly desirable.
  • Ability to plan and execute projects and events efficiently. Demonstrated ability to be self-directed, as well as work effectively as a team member.
  • Knowledge and application of English grammar including composition, editing and proofreading skills.

EDUCATION, EXPERIENCE & TRAINING REQUIRED

  • Bachelor’s degree education or higher in a related field.
  • At least 2 years of experience working as a Certified Application Assistor/Eligibility Worker or equivalent eligibility screening experience.
  • At least 2 years of experience working with community based health centers, hospitals, and community based organizations.
  • Knowledge of San Francisco and its neighborhoods, family service agencies, or publicly funded health care programs such as Healthy San Francisco, Medi-Cal, Healthy Families, and Healthy Kids.
  • Fluent bilingual (oral and written) capability in Spanish or Chinese (Cantonese) and English a plus.
  • Occasional evening and weekend work required.

ESSENTIAL FUNCTIONS – PHYSICAL POSITION REQUIREMENTS; MACHINES AND/OR EQUIPMENT USED

  • PC literacy required; MSOffice skills (Outlook, Word, Excel, PowerPoint)  Regularly required to operate standard office equipment (personal computer, photocopy machine, fax machine, etc.)
  • Ability to work on a computer up to 7 hours a day.
  • Regularly required to sit for long periods of time, and occasionally stand and walk.
  • Regularly required to use hands to operate computer and other office equipment.
  • Close vision required for computer usage.
  • Occasionally required to stoop, kneel, climb and lift up to 25 pounds.
