About the Executive Team
Yolanda R. Richardson, Chief Executive Officer
Yolanda R. Richardson serves as the Chief Executive Officer (CEO) of San Francisco Health Plan (SFHP). In this role, she works collaboratively with the SFHP Governing Board to set the strategic vision and provide executive leadership for the #1 Medi-Cal Managed Care Plan in San Francisco. Ms. Richardson cultivates SFHP’s strong partnership with Providers, hospitals, and community partners to deliver quality whole-person care to the Medi-Cal members of San Francisco county, and ensures financial stewardship and stability for SFHP’s nearly $1.0 Billion operational budget.
Ms. Richardson joined SFHP in April 2022 as Chief Executive Officer. As a cutting-edge health care leader, she brings tremendous vision, operational excellence, and passion to her work. Ms. Richardson previously served as SFHP’s Chief Operations Officer from 2008 through 2009, working to improve the Healthy San Francisco program in its first year of operation. She also oversaw the implementation of San Francisco’s employer spending requirement, which became the San Francisco City Option program. Subsequently, Healthy San Francisco was recognized by President Obama in February 2009 for its creative and effective methods of delivering health care to the underserved.
Prior to joining SFHP as CEO, Ms. Richardson served as the Secretary of the California Government Operations Agency, appointed by California Governor Gavin Newsom in 2020. As Secretary, she oversaw the Department of General Services, the California Department of Technology, California Department of Human Resources (CalHR), the Franchise Tax Board, the Census Office, the California Victims Compensation Board, the California Department of Tax and Fee Administration, Fi$Cal, CalPERS, CalSTRS, and the Office of Digital Innovation. In this role, she was deployed to assist with government operations crises across multiple agencies, including serving as the Governor’s “Vaccine Czar” to accelerate the administration of the state’s vaccine supply between January and June 2021.
Ms. Richardson is the winner of many prestigious awards including Public Administrator of the Year (American Society for Public Administration, 2020), was honored as 1 of 5 “Warrior Women Leading the Fight Against COVID-19” (California Women Lead, 2021), was named as one of the 50 Important African-Americans in Infrastructure (Journal of Black Innovation, 2021), and received the Trailblazer Hall of Fame Award (California Black Women’s Collective, 2022)
Nina Maruyama, Chief Compliance and Regulatory Affairs Officer
Nina has been with San Francisco Health Plan for over 15 years and comes with over 25 years of experience in managed care, with a focus on health plan licensing, Medi-Cal, compliance and regulatory affairs. Some of her key responsibilities include: state license filings, regulatory agency audits, HIPAA compliance, breach investigations and reporting, delegate oversight, business continuity, fraud, waste and abuse investigations, auditing and monitoring, strategic planning, and board communications.
Under Nina’s direction, she prepares SFHP staff to successfully manage operations during business interruptions or disaster situations and identifies the necessary SFHP personnel and resources that ensure the timely restoration and continuation of services to SFHP’s members, regulatory agencies and business partners. Another vital initiative Nina takes on is the organization’s business continuity plan. Nina lives with her husband and two boys in San Francisco and is an avid Warriors fan.
Jenn Moore, Chief Operating Officer
Jenn Moore serves as Chief Operating Officer (COO) of San Francisco Health Plan (SFHP). Moore leads critical plan operations and contributes to planning that aligns with SFHP’s strategic vision. Moore leads SFHP’s largest department providing oversight for Business Solutions, Customer Service, Claims, Coverage Programs, Enterprise Project Management, Facilities Management, Information Systems, Marketing & Communications, Medicare Produce, Member Eligibility Management, Provider Contracting, and Provider Relations.
Moore has more than 20 years of leadership experience as a director, officer, vice president, consultant, and executive. As Commercial Officer at Centene Corporation, she prepared the organization for future growth, improved member experience, and rebuilt and advanced regulatory and provider relationships. At Health Net, she led the final implementation of the Affordable Care Act as the company entered the public exchange.
Moore has a Master of Health Administration from the University of Iowa, a postgraduate degree in Healthcare Executive Management from Washington University in St. Louis, and a bachelor’s degree in communications & public relations from the University of Northern Iowa.
Dr. Steve O’Brien, Chief Medical Officer
Dr. Steve O’Brien serves as Chief Medical Officer (CMO) of San Francisco Health Plan (SFHP). Dr. O’Brien leads the Health Services team, ensuring quality care for SFHP members. He provides oversight for Case Management, Utilization Management, Pharmacy, Clinical Quality and Population Health Management. Dr. O’Brien has almost 30 years of leadership experience as a health plan and hospital CMO as well as previous history running clinics and pharmacies.
Before joining SFHP, Dr. O’Brien was CMO at our sister plan – Alameda Alliance for Health. For over six years he was responsible for regulatory compliance, utilization management, case management, California Advancing and Innovating Medi-Cal (CalAIM) programs, behavioral health, grievance & appeals, NCQA accreditation, pharmacy, quality, physician relationships and community partnerships.
Prior to working at local managed care plans, Dr. O’Brien worked on the clinical side of healthcare, serving as CMO at Sutter Health’s Alta Bates Summit Medical Center in Oakland. He also served as Medical Director of the East Bay AIDS Center for 14 years. Dr. O’Brien is an internist and still practices a few hours a week.
Dr. O’Brien earned his medical degree from the University of Washington and completed his residency in internal medicine at UCSF.
Dr. Edwin Poon, Chief Health Equity Officer
Edwin Poon, PhD serves as Chief Health Equity Officer of San Francisco Health Plan (SFHP). He leads the effort to advance health equity for SFHP’s members, promote equity, diversity, and inclusion across all SFHP operations, and drive quality health outcomes. He has 20 years of combined experience as a clinical psychologist and leader at local managed care plans across the state.
Prior to joining the SFHP team, Poon was Deputy Director of Managed Care at the County of Santa Clara Behavioral Health Services Department. Poon developed and enhanced the Medi-Cal Behavioral Health Plan in preparation for California Advancing and Innovating Medi-Cal (CalAIM), a statewide multiyear plan that transforms Medi-Cal to integrate with social services to improve health outcomes across the state.
He previously served as Director of Behavioral Health at two of our sister plans, CalOptima in Orange County and LA Care in Los Angeles. Before working in local managed care, Poon was a clinical psychologist at Metropolitan State Hospital in Los Angeles and Royale Therapeutic Residential Center in Orange County.
Poon earned a PhD in clinical psychology from Michigan State University and has bachelor’s degrees in psychology from McGill University and accounting and business management from University of Alberta. He also completed California Health Care Foundation’s Health Care Leadership Program in 2022.
Anne Price, Chief Finance and Strategy Officer
Anne has held various executive level positions in health care as Chief Strategy Officer, Chief Financial Officer, Director of Plan Operations, and Board level trusted advisor on contemporary medical care contract issues. Anne’s whole career has been focused on building Finance teams to support high-growth health care systems; creating cost-efficient plans that meet government mandated exchange requirements; and partnering with providers, delivery systems, and employers to expand enrollment.
Her career highlights include transforming and directing the Plan Management Division for Covered California, the state’s ACA market exchange, the largest and most successful in the U.S.; a decade with Blue Shield of California driving successful product strategy, pricing, decision making and leadership of the rate setting process for CalPERS, the largest enrollee group in California.
Since 2015, Anne was selected to serve on multiple key California Committees. She was appointed Chair of the California State Workgroup on Reducing Overuse in 2016, partnering with health care delivery systems to reduce misuse of C-sections, imaging for non-specific lower back pain, and opioid use. In 2015-2016 she was tasked as Chair of California’s Plan Management & Delivery System Reform Workgroup advising on the Affordable Care Act. In 2016, she was appointed to Governor Brown’s Specialty Drug Workgroup Committee focused on strategies to lower the cost of specialty drugs for the Medi-Cal population.
In 2017, Anne was recruited as Chief Financial Officer of Kids Care Dental and Orthodontics, a multi-unit dental practice in northern California funded in 2013 by a national private equity firm and capitalized to launch a major growth program. She was tasked in this this role to upgrade the Finance function in the areas of financial planning and identification of growth strategies. She was charged with building a data analytics team from the ground up that focused on practice value creation. In 2019, Anne was promoted to Chief Strategy Officer to solely focus on growth and quality development strategies of the organization.
Alana Troutt, Chief of Staff
Alana Troutt serves as Chief of Staff for San Francisco Health Plan (SFHP). Troutt works collaboratively with the CEO and entire executive team on executing SFHP’s strategic vision and ensuring alignment across departments. She oversees the Office of the CEO, Government Affairs and Human Resources.
Prior to joining SFHP, Troutt spent nearly 20 years in public policy. She most recently served as Deputy Secretary for External Affairs and Public Private Partnerships at the California Government Operations Agency. As Deputy Secretary, Troutt led the Get Out the Vaccine initiative with UCLA, which helped register millions of unvaccinated Californians for appointments, and provided information to those who are still hesitant to get the COVID-19 vaccine. She was previously the policy director for the Office of Assemblymember Reggie Jones-Sawyer, and a consultant for the California Legislative Black Caucus, the Boys and Men of Color Committee, Senator Holly Mitchell, Senator Curren Price, and Assemblymember Mervyn Dymally.
Aside from public policy, Troutt’s executive experience includes running her own consulting firm, serving as Executive Vice President at VoicePlate, and Chief Operating Officer and Chief Financial Officer at Turning Point Communications. Troutt also served as Adjunct Professor at Universidad Metropolitana in Puerto Rico after earning an MBA in accounting from the university. Before pursuing her graduate degree, Troutt was an elementary school teacher for Trinidad & Tobago’s Ministry of Education for eight years.
Troutt is a former treasurer of the Rio Americano High School’s Parent Teacher Student Association in Sacramento.
